The Collapse of the 28-Clause Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are conducted: positive announcements are delivered from different nations. Immense energy is expended on managing specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the main instrument for achieving "peace".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from Russian territory, a capability provided through timely intelligence. From witness perspectives, defense planes that had been deployed to intercept incoming aerial threats flew past – modern combat jets supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems engaged: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, probably supplied through Western nations. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly gives way to grim resignation: possibly the hostile projectile won't hit its mark this time, preventing destruction from devastation and additional electricity failures.

Continuous Dangers

Not long after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a defensive team – almost certainly imported technology. Sadly, the shots failed to hit the hostile drone – it maintained course toward its target.

Intermittently, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a dependence that neighboring countries are evidently unprepared to fill in the immediate future.

Failed Diplomacy

The detailed framework from US administration sparked intense emotion, debate and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new proposal from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, certainly, persist.

Political Considerations

It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration operates on a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unrealistic to force Russia to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through statements or actions, from believing that the situation will not evolve additionally in its advantage in the months ahead.

Divergent Views

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's government remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding civilians and areas but avoiding a total frontline collapse until conditions improve in its favour.

Present Conditions

Realistically, there are no actual prerequisites for a armistice. Now, personal considerations are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their mission will now be considerably more difficult after current events, it remains highly unlikely that this will change their overall approach.

These opposing factors are driving the talks.

Summary and Prospects

It took a mere seven days to terminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new initiatives based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, primarily depend on ongoing international assistance.
